Look, there are racing drivers and there are racing drivers ….. there are entrants, participants, competitors and winners… Horner was somewhere between participant and competitor for a while, he won a few races in F3 class B in the mid 90s when things were a LOT different…..then nothing in the Championship class but still got a budget to the next level and was promptly blown away in F3000 by Montoya, Heidfeld et al.I appreciate that without entrants and participants, the whole sport dies on its arse within a year and maybe I’m being pedantic but I could win the lottery, enter F3 next year and I still wouldn’t have the gaul to call myself a racing driver….

Horner was a competent racer but not a good enough one to succeed at the top level. He realised that and sensibly decided to change his approach to team management instead.
