It does take a while, but their supplier wouldn't be bound by the shutdown, and hence had weeks to prepare a new floor.

I suspect they concluded that they couldn't specifically be penalised as it was a technical directive, and plumped with the wrong choice.
Probably only had one compliant floor, so ran the illegal one on Grosjean as they assumed he'd almost certainly crash and there'd be nothing left for FIA to check after the race.

Haas don’t agree with the exclusion and have lodged an appeal.

Let’s see what the guys with rulers say.

Seems like Haas' appeal is on procedural matters not being followed rather than trying to say their floor was actually legal. They put their own chances at 50-50.

just being bad sports about it aren't they, which is sad given they were given grace to amend their dodgy car in the first place rather than being barred outright.

Said on Sky during FP (whichever one) that it was impossible for them to get a new floor in time to comply. And that they did not feel it was a breach of the rules in any event.
