I think you need to be clear what is meant by best car.

1. Fastest.
2. Fast AND reliable.
3. Fast, reliable AND the best teamwork.
4. Fast, reliable AND a supporting team mate (or one that doesn't take too many points off you)

The McLaren in 2007 met the first 2 of those - failed the last 2.
The McLaren in 2008 wasn't so good at the first two but was best at the last 2.

In 2018, Ferrari might win number 1. They probably are even on 2. Mercedes win 3 and Mercedes might be shading 4.
But best car????

Indeed, Williams & Jones might have a comment on this. First of many for FW.
Should have been '89 and '90 as well. Peach of a car, works engine, with two average drivers. Prost said he could have won a lot of races in the Williams those two seasons.
