It is mentioned in here

https://www.autosport.com/f1/news/vowles-f1-cost-c...

Boils down to teams being given exemptions for capital investment. Seems Aston were given it for their new wind tunnel. Seems there may be changes/clarifications due next month. One would hope that the top x teams in the previous season are excluded from this to try and lift the bottom teams' performance to close the gaps.
For a long time the sports (as a commercial entity) biggest problem was that a team might fail/leave and the grid would be short.

So now, essentially, the cost cap has ensured all teams are commercially viable come what may, so they all remain, irrespective of performance. But the top teams with the most 'extra budget', budget, are still untouchable.

That sounds, wrong.. Yet very F1 and fairly well calculated.

JV is in a great place with Williams, he’s attractive to investors, he has sound reasoning..

I’m quite surprised Wolff did not offer equity to him, to retain.. good luck to the guy.
The long term plan may be for JV to take over when Toto retires.

I'm sure I heard/read speculation that Toto saw this an an opportunity for Vowles to get experience as Team Principle before coming back to run Merc.

It's been great to see green shoots at Williams, finally they have delivered an upgrade package that delivers real performance. Albon seems to be able to deliver more consistently now and I could see them getting up to seventh overall.

I listened to the beyond the grid podcast with James Vowles, he came across very well, highly intelligent, data driven, great coordination skills for getting the right people into a room and sorting a problem out, clearly able to prioritise and communicate those priorities to show his team the way forward, knows what excellence looks like and how to implement it. Very impressive.

The project seems very long term because of underinvestment over a long period but the current approach seems so much better and well thought out rather than the 'we are Williams and we know best' arrogance that let them slide downwards since they sacked Hill and lost Newey. This is the first time in a long time I feel Williams can move forward year on year.

I am sure and I hope the JV is very good. But he’s also joined at a time when Williams F1 actually have some money. So he can plan and implement and have the money to do it properly.

I agree, it's great to see. It must feel a fantastic place to work after the idiotic years of Lowe and Capito. Albon is the real deal and it just goes to show how important it is when the people around you believe in you.

I'd feel even happier if I understood the long term plans of Dorilton- sell or hold on?

I would not be at all surprised to see some more sponsorship on the Williams by the end of the year.

As above, there are real, palpable, 'green shoots' of progress and it's great to see.

According to Capito he was in it for the short term and retire and Dorilton was known about it. Either Dorilton were looking for a quick sell or Jost was a stop-gap for a long term candidate - enter James Vowles.

Good luck to JV. The fun and games are beginning when he starts pleading poverty and wants leg up to help with capital expenditure.

I think the reality is some quick fire changes and an injection of cash have probably quadrupled the value of the team.

I reckon they will have new owners by this time next year

Even if he couldn't hold onto P7, still another good drive from Albon today.

First few races showed some promise, and Albon has put in some very solid drives. Alas, looks to be a long season ahead.
Yup - Albon not getting enough recognition for his pace this year. Really standing out imo.

I agree he’s done a great job so far and became really comfortable in his own skill set. Interested to see how he grows and progresses.

Going slightly off-topic, but I can see Albon maturing into a Mercedes when Lewis retires.

Brilliant today from Albon, ahead of both Ferraris, some seriously impressive drives from him and better pace from the team overall.

Yes, very respectable weekend from Williams.
Really hope it can continue.
James Vowles seems to be the ingredient they have been missing for some years.

Yes, Williams seems to be getting it together. JV seems a good leader and Alex is proving to be a driver with ability.

yes

Verstappen / Red Bull seems to have a knack of breaking teammates.

Albon at Williams has hugely impressed me this year, both on and off the track. Will he ever be a Senna / Schumacher / Hamilton / Verstappen? No, I don’t think so, but he’s more than capable of winning GPs.

Agreed, he may also make a good second driver at Mercedes when Lewis retires.

Good to see Williams doing well. It's still early in the season but they're looking better than Haas, Alfa and Alpha and will hopefully stay ahead of them for 7th. If McLaren are on it now with their upgrade to stay with the Top 5, Williams might be eyeing up Alpine as their ultimate target for the year.

Albion could be looking at gaining a few places too, and hopefully Sargeant can get some points on the board.
