Seems fair given the potential outcomes.But in general, agreed. He at best holds steady and with any tiny upset generally slips back..
Merc seem to be slipping into the position that RB have been in for the last couple of years, one driver performing at the front whilst the other cant be used properly because they are out of position, Perez has certainly helped RB to have 2 cars fighting at the front to give more options

But in terms of a penalty as a deterrent... Its surely more than enough given that he had no intention of spinning in the first place and also nothing to gain by doing so?

In 2018, the mercs both broke down, in 2019 max ended up on newer tyres near the end. But the mercs usually start on pole, I don't think max ever has here.Would be great if max can pull out out the bag though, it's his home grand prix (for RB anyway) so they always puts that bit extra into it.

Not really? The rules are to leave the pits in a safe manner, dropping the clutch and fishtailing out isn't safe and lots do it yes but none have cocked it up so spectacularly. This penalty will do a lot to temper other drivers getaways. WEC have a blanket no wheelspin at all rule in the pits with severe penalties and I don't want that, a little bit of showboating is fine just don't take the piss. But in terms of a penalty as a deterrent... Its surely more than enough given that he had no intention of spinning in the first place and also nothing to gain by doing so?

Yep, can’t argue with the penalty, if you lose control in the pit lane then you’re always going to be in trouble. Whatever the intent of the wheel-spin the outcome was clearly dangerous to others.
