I don't think that F1 will get that bad, but I think that we're starting to really see the positive impacts of the testing and spending restrictions.
I think we need to wait for a few years for the impact of the scaling spending and R&D restrictions.

Stroll's takeover and improving AM and the sudden rise to second best team this year is a coincidence and little to do with the new restrictions IMHO.

We've the had the testing restrictions for a number of years and has little effect on contemporaneous status quo.
The problem with the restrictions is it might just slow down development as teams hit the limits and so need to stop developing the car further. So it takes more seasons to hit the point that the best car plateaus on its development so the rest can catch up. More seasons with one team dominating, and perhaps the others never catch up before the regulation change because it’s now slowed down.

It’s just from the sport having a bigger budget now. Teams would just spend what they could afford - with a bigger budget that is more.

But not on anything fun I can watch, like tyre test days etc. And I'd need to be paid to watch someone sit in a SIM ...

Possibly if it was done with old school hand controls but expect these days it would be more like a decent gaming sim setup and Max spends more time on those than in real cars
