I'm thinking about giving a Petition another go. This time making a simple engine number check part of the MOT and if the number does not match the DVLA database (V5C) or it has been removed, tampered with or damaged an instant fail and the vehicle ordered off the road.

And what if the engine number cannot be read without removing trim/parts as it is on many modern cars? Also I think you may be underestimating the amount of everyday cars that have had replacement engines, for example a 2010-2016 Hyundai ix35 1.6 petrol is not uncommon to be on its 2nd or even 3rd engine.What do you guys think?

Registered 1983 Mk4 Mini but is a later (1985-2000) Mk5 shell.

I've seen this a few times before. Usually a Morris Minor shell on a Range Rover or Suzuki chassis. People don't realise (or they do and hope they can get away with it) that it's the chassis number that is retained not the body.
