Maybe capacity compared to engine size is the way to go. My 2 litre 924 GT had an 85 litre tank as part of the racing homologation specs, and it would do nearly 30mpg.

(My Abarth 500 probably did a good job of having the smallest at only 35L)!

Our (non-Abarth) 500 has a 22L tank, and apparently the earlier versions had 20.

It wasn't full.
