If anything, cars are more efficient then ever?, surely if you push down the CO2 regulations too much then manufacturers will have to invest heavily into drastically reducing CO2 and use lots of complex/expensive systems/components to try and make it more frugal to remain profitable they'll have to pass on that huge investment to the consumer, making a new car cost considerably more then what it is today. And i doubt rushing out t complex/new tech isn't going to be that reliable.
