Having seen many MANY new cars. It is rare to see more than 10 miles or so. But a car with 45 may well have been the 1 in 10,000 (or whatever) that the manufacturer took from the production line and gave a full QC on.

Although they will generally have their odo reset afterwards anyway so you'd never know!

I don’t know if it's a pub legend, or has any truth to it.
But, apparently the odometers in cars used to only work going forwards – if you were going backwards it wouldn't rack up the miles.
(It wouldn't take them off either of course, everyone who's seen Ferris Bueller knows that)
But, as the legend goes, they would be driven in reverse around the factory car parks and onto the transport vehicles to keep the miles down.
Seems a lot of effort to save a mile or two to me.

Which is why the dealers have a tool to reset the odometer back to zero so the punter thinks they are the first to drive the car.I once had a brand new hire car where the trip counter was showing a higher mileage than the master odometer.
