Car insurance - am I going wrong somewhere?

I work at an insurance brokers and the risk is calculated mainly on the driver, the car only plays one part in the premium calculation (if you have 5 years NCB and over 25 you could find the difference between a small hatchback and a 911 is only £100-200).
Things that can make similar differences to the final cost are- Is your vehicle stored at night in a locked garage? Have you bought a car with a tracker? Have you got a low or high risk occupation? etc.

- = Any motorcycles in areas D, E or F must be garaged in a locked and secured building whilst at the policy holders address. In some of these areas this may also apply to cars.

Quite possibly, but as a slightly less extreme example, I'm a bit younger than the OP and in the same situation (except I have a garage, but looking at quotes that makes no difference) and I insured my Elise for about 500 quid last year, and that's with a fault accident against my name and only 3 years' NCB. at a guess most of those quoted in the OP will be through fronting, or just mis-stating
ETA: I do live in a group-A insurance zone though, by the above table.

Chatting about this with my Dad last weekend when my niece was badgering my sister to insure her on her Corsa so she could practice driving.
Sister got a quote for a silly amount extra to put her on the insurance, I think it was over £300. My sister insurance is only about £250!
I asked my Dad how much it was to put me and my sister on his insurance when we were learning to drive. This was 1981-1983 ish on a Marina 1.8 TC (oh yeh...).
"Just a £10 admin fee" he replied
"You're kidding right?!?"
"No" he said.
And even when we both had passed our tests it was only an extra £20 each!
He had also "upgraded" to a MK1 Cavalier 2.0 GLS by then!
I can almost see the youngsters crying onto their keyboards!

I'm 24, passed 7years. And when learning, I bought a little mk3 fiesta, mum insured it, and named me on it to learn. So she could take me out all over Lincs to get experience.And IIRC that was £350 or £400 a year for her, as she'd no NCB due to years on my dads policy, and adding me to learn was £50 and £45 admin fee or something.
Seems laughable.
Even when I passed my test, the next 10months on that policy cost £19.99 for a "notification of change" and that was it.
Even I feel sorry for kids like the OHs 19year old brother, he's learning, and due to insurance is only able to use instructors car.
His parents just cant afford the £1500 extra to put him on their 1400cc 2004 VW POLO.
Luckily we have some private land nearby, old run-way etc, so gonna take him there in the Alfa for a bit of experience......As his instuctor has just changed from a derv 500 to a petrol stop-start 500 and he's struggling.
