What exactly does this question mean on Insurance?

I have always said no as I have only ever been covered on my own car.

Does it mean are you insured on another car?
Are you the owner of another car?
Do you have a company car?
Can you walk outside and open another car?

Any ideas?

In some cases it's to ensure that you aren't taking advantage of limited-mileage second-car insurance by passing your daily-driver off as your weekend toy, in which case they'll want details.

Ok then if we can assume its another car your insured on does it mean insured in your name or other cars you might drive through 3rd party cover?

So why don't they say "Are you insured on another vehicle?".

I don't know what they mean, however I'm the owner of a hammer, so I say yes.

Whenever I've got quotes it always seems to lower the cost, making me think that they take it to be slightly lower risk as if you're using *other* cars then there's less chance of you crashing the one you're insuring?

This is how I understand the logic behind the question, but the question isn't clear enough to be sure exactly what they're asking.

If the question actually asks "do you have access to any other vehicle?" it's tempting to say "yes, there are 1428 bus routes in the UK, 458 coach routes, 28,345 taxis, and I can access them all should I choose to. Plus there's 6723 car dealers in the UK and I can access any of their cars for sale if I show an interest in buying.
But don't tell them your dad has a Lamborghini that you drive on your driving other cars extension!!
