You can check with the local Highways Department (usually part of the County Council) to establish whether the road is adopted (they all keep a set of adoption plans that show all the roads/land they own/maintain in their area) and whether there are any TRO's applicable to it.

To be honest, it doesn't matter either if it's adopted or not - if it's a "highway" as defined in the Highways Act 1980, then the same rules apply in respect of requiring a TRO. The RTRA 1984 applies to all roads, not just adopted ones. [Alfie mode on]Not a lot of Councils know that.[/Alfie mode]
