Why haven't they caught on or why aren't they used more?

Apart from a coulple of miles at the start of the M42 and in a few of the tunnels in London I can't think of anywhere else I've seen them. They seem to work really well, better than the traditional type anyway which can be very hit and miss.
I guess cost may be an issue, but I can't see then being that much more to produce.

ETA....I forgot, there are about 10 of them on a little bridge on my daily commute.

Bet it's not the production cost but more the fact that, by virtue of containing electronics rather than being entirely passive, the maintenance costs (and power bill if they're not on solar?) soon start to mount.

I would guess they are solar powered?

In tunnels?

Not sure there would be enough ambient light from other sources to keep them powered?
