What's this got to do with DVLA. Why are they being blamed? They don't make the law, they just enforce it.

Because they are issuing a fine for something that has not happened. I.e. the OP has not driven an uninsured car on the road.

Not sure at the moment. If they didnt send out the warning letters you may not know youre due for a fine.
If you received the letter and binned it youre banged to rights

Agree with the O/P. The only people this will penalise are otherwise law abiding citizens. Scrotes won't have their cars taxed, or will have them registered to fake addresses, so won't get a fine.
