It's not the water companies fault we have had 2 very dry winters in succession. Nor is it their fault most of the people and therefore demand is where the least rain falls.
On a scale of importance, drinking water will be a fairly high priority, food production a bit further down. Toward the bottom will be watering fking golf courses, further down still will be watering the garden and somewhere toward the very bottom will be washing the car.
At work, we have been asked how what percentage of water we can cut back on for irrigation. This could seriously reduce the yield and quality (and obviously profit) if it doesn't rain. And you're worried about washing the poxy car?
What is daft is that if there are 1000 people who would wash their car on their drive wanted to wash their car during the hose pipe ban but remain legal, they would simply drive to a car wash and pay to have their 1000 cars washed. So how is water saved?

My guess would be the the typical ARC type place is considerably more efficent with it's water use than some bloke on a sunny afternoon with a hose pipe. They do say that they recycle their water. Not sure if they mean that it goes into the sewerage system and the water companies recycle it for them or they have a small filtration plant. <insert your own Philosoraptor meme>
I'm not worried about washing anything I just cant stand silly rules which have no purpose.
You mention private Golf courses, but they are exempt from the hosepipe ban. Football grounds are allowed to hose their pitches to make the ball move faster but i'm not allowed to wash my car? And the car gets very dirty in summer I find. The stupid part is theres no restrictions on me using water, merely restrictions on through what vessel I use it. If they're to enforce a ban and slap £1000 fines on people, surely they legally have an obligation to notify us in writing and not just assume we read the paper / listen to word of mouth
Personally, I'll just fill another bucket and do it that way, but I'd be interested to hear if they're actually going to enforce it...
