US average mpg for a car is about 33.8

UK average mpg for a car is 37.87
http://www.fuel-economy.co.uk/stats.shtml

So per 100 miles a US car costs on avg (100/33.8) * 1.06 = 3.13 monetary units
and per 100 miles a UK car costs on avg (100/37.87) * 1.40 = 3.69 monetary units

So the ratio to actually run an average car in the US vs UK is %92. Pretty bloody close really.

Same can be said of most countries these days.
You forgot to take into account the different gallon sizes in the MPG calculations.

Exactly. He compensated for it, then reversed it in the very next calculation.
