To those of you that are saying "it's a privilege" get fked. Seriously.
Charming, you're not indicative of the whole country.Yes there are a many number of people who live in areas with very poor public transport but quite frankly and bluntly that is not the problem of insurers, if insurers feel and have proof young drivers are a high risk why should they not charge a high premium considering it is their money at risk.
Driving a car is not a privilege full stop there are many different options such a friend buying a car and you sharing costs, as mentioned moving to where there are more jobs etc

Just on the "I must have a car, there is no other means of transport viable to me" - I wonder what these things would cost to insure?

I'm about 95% sure I've the manufacture make Aixam on the car list we have to insure (not sure if it's a redundant option though)http://www.aixam.com/en/
That GTO one looks interesting!

They look really affordable to a 17yo!http://www.aixam.com/en/
As a teenager with zero assets and the law / fines the way they are - it simply pays many times over to drive uninsured.
If caught they may crush the car so it pays to buy the cheapest POS available which is probably something without an MOT and a larger engine.
If you aren't going to be insured is there any point in taking a driving test ?
Is it any wonder that so many take this route ?

I don't know why you're getting quotes like that, I'm 17 and got quoted £2000 for a Corsa SXi.
Location, location, location. Postcode really does make all the difference. For example, me and my flatmate were both 19 when we renewed our policies in May this year. Licence for 2 years, one years NCD, no claims / clean licences / no accidents at all. He couldn't get any less than £2000 for a 1.2 Punto, and wasn't even quoted on my car.
I paid around £800 to insure my E46 328i with the same company he is with, and they quoted me £500 for his car.
The difference? I live in Inverness and he lives in Edinburgh.
OP - I am very glad you are headed in the right direction now, insurance really is a nightmare!

The difficulty is it's all done by computers. I'm in my mid fking thirties but last time I got a quote from Bell I added my Mum to the quote as she's driven for eternity and has never had a claim, and it went down by a couple of hundred quid - mid fking thirties and adding mummy still brings my insurance quote down.. WTF?!
The problem is not the main insurance companies it's the scam insurance companies that have popped up, as in america, to claim for whiplash etc etc etc. The more people claim on these the more our insurance premiums are pushed up !!!!! The people that tend to claim on those, in my opinion, are total scumbags anyway and they're the one's that are ruining it for us all.
If you want cheaper insurance buy a TVR. I'm 25, have a chimaera and pay £450 a year on it ;-) Cheaper than my old Mx5.....go figure !!

25 is a long way from 17 and you probably have that many years NCB.
4 years no claims. I've got mine on classic insurance. I don't know if that's available as 17 year old but it brought mine tumbling down, only thing is you don't build up no cliams. To be honest though, as it's less than half the price of normal that doesn't really bother me ! Wh00sher said:
He did agree at 18 it would be a little less, but not much. If I went to a company who offered a cheaper premium, but gave no NCD, ie a Classic Policy, I couldn`t then ring and say i`ve got a years driving experience and NCD, they would quote as if I was starting from scratch.
This is what I ended up doing. It may have worked out the same or more expensive in the long run than paying out the large premiums from the start, but it's all a matter of what funds are available and when with just the hope of being able to cover the expense of a NCD building policy at a later date.Fortunately I've found that into the early twenties prices do start becoming sensible when starting out with no NCD. What I'm being charged (upper hundreds) in my opinion is what a 17 year old should be charged on a basic car, as opposed to the thousands.
On a positive side, with a classic of some description it isn't going to lose value and will give valued tinkering experience (be it become a passion of love or hate).
Insurance is defintely NOT the same when you are 18 as when you are 17!
At 17 I was insured under a classic policy on a classic Mini Cooper, costing £650 TPFT. As such I gained no NCB. I also crashed. With mainstream insurers the quote was upwards of £1200.
At 18 I moved to Bell, who quoted me £650 on a Mini sprite fully comp, with the accident declared. The year holding my licence made far, far more difference than having NCB. If I still had the cooper it would've been £700 or so, but the sprite was quicker due to declared modifications.
My prices are a few years old, and I am also seemingly the luckiest person in the entire world when it comes to car insurance.
Don't listen to Flux.

How would you like to insure the OP (or my daughter) against anything / one they hit, which could cost you millions for £900 ?I wouldn't do it for £10k - and that's the problem.

no silly, it's like slot machines, the casino rakes it in because the odds on winning are so small. We all pay say £900 but there are what.. 70 million cars currently insured in the UK? Who can spirit up the number for "fatal or life-changing" RTCs?I wouldn't do it for £10k - and that's the problem.
ETA:
ok whatcar says 26m in 2006
telepharce says 31m at end of 2010
essex county fire and rescue says
"In 2005 in the UK there were 2913 fatalities,
25,029 serious injuries and 170,793 slight
injuries attributed to RTC’s."
Now can we have some realistic estimates for payouts?
