Playing devils advocate you could say that the 'pathetic rules' have functioned as intended and got car makers developing vehicles that both perform well and are more efficient. Well done the forward thinking Eurocrats! Shame on the car industry for being so lazy before. Can you imagine how satisfying it would be to park outside the Post Office in your 918 once a year for Mrs Goggins to issue you with your free tax disc. Except that we have a legion of cars which are programmed to give high mpg figures when following a static legal test but in reality use far more fuel etc. Besides which, the free market forces of oil pricing (although this is a rigged market) does more to impact a manufacturers desire for efficiency.
Sadly, whatever red tape a group of wieners and meddlers can ever come up with the far smarter people in the free economy will work around and the people stuck in between will pay for.
