Is a turbo really boosting at normal motorway cruise?

Given motorway cruise is a style of driving which gives good mpg I've anticipated cars would generally be off-boost.

Not 100% sure (neither our turbo cars have a boost gauge), probably not if you're doing 60-70 but the recommendation was to let it idle for a while before shutdown after motorway, that may of course only be relevant if you're hoofing it but tbh I'd rather spend 2p on running it for an extra minute than replace the turbo.
