In a pang of curiosity I had a quick Google on this and the short answer seems to be : nobody that anyone outside of whatever "scene" that is would ever have heard of. As far as I can tell the mainstream manufacturers don't make anything for rims above 22" (even for extreme off road rubber, let alone absurd stuff with rubber band profiles), so all of these 30"+ clown cars are on rubber from brands like "Durun" and "Dcenti" churned out of some unknown generic factories in the far East. As for why - presumably because there are so few people in the world that would want something so ridiculous on their car that there is no competition from any serious players so there is no need to spend on marketing or development? Filling an unopposed niche is still sensible business even if the actual product is ridiculous...

companies make tyres/tires for many bespoke vehicles outside mainstream market..... monster truck, dragster, bugatti veyron, F1... and just because they do, it doesn't mean they are crap
