Is this badly modified or just poorly maintained, there is a place to put a number plate, maybe he is trying to keep that part of the bumper clear for cooling of some sort of imaginary cooler mounted there.
You see this kind of oddness quite often where the owner thinks that they're doing something unique to their completely standard family car by putting some "slammed" stickers on it, moving the numberplate, spraying the wheels/grill/badges/everything with plasticoat etc.

Didn't know it was possible to make a BMW uglier rotate
Courtesy of the most recent MOT in October:

Reason(s) for failure
- Windscreen has a sticker or other obstruction encroaching by more than 10mm within zone 'A' (8.3.1b)
- Front registration plate incorrect (6.3.1a)
- Rear registration plate incorrect (6.3.1a)
- Front Brake hoses excessively chafed (3.6.B.4d)

Yet another Muppet that presents it with dodgy plates expecting it to pass laugh Although I'm disappointed the tester didn't put something like "st shopping trolley spoiler fitted" in the advisories hehe

Judging by the damage to that rear 'wing' it looks like it might be too tall to get into a garage...

It's so unbelievably common. Then they'll say either

1) "the legal ones are in the boot" And then they complain when we say "Well we'll charge 0.2 to fit them"
or
2) "Can't you just pass them and I'll get them sorted" And you en up thinking. I don't know you from fking adam you ! Why should I risk my licence for you? laugh

As for the spoiler. Although you CAN put it on the advisory. DVSA do point out that this is a government form and may have to stand up in court. So being silly might not help hehe

I would guess it's a jokey homage to the Plymouth Roadrunner.

Struggled where to put this, dread to think of the weight loading and stress on the poor beetle! But like the idea very novel!

What ever it is, it's not a Maestro as it's about 10 years too old and RWD

Well according to the father of the lad who built it, it is. And it's running a Rover V8 with RWD.
