As I say, I _SUSPECT_ it's the bumper beam, from the fact its rusted when everything else looks OK, and from your description of the position. However without seeing it properly no-one can tell.
Just for interest, I took this out of one of my cars 10 years back.
It seems to be the steel they are made from is different to the rest of the car.

If it's a 10 year old Punto, the car is a write-off, as the parts will probably cost over £30.If it's a 2 year old Zonda you probably won't even notice the £100,000 bill.
