Help a nooby with car purchase PLEASE

I'm about to make the long awaited jump from a motorcycle to a car.
Now I've only purchased vehicles privately.
Now for my car I will be dealing with a used car dealership. The owner took out the v5 out and it had the name of the owner he claimed he purchased the car off.
He told me that he is supposed to sign off the motor trader section, and keep the remaining bits of the v5.
He has had this vehicle for more than a year, it has been without an mot for more than a year. I hpi checked the vehicle using 'hpicheck', and the vin/reg came back clear. I forgot to request the v5 ref/issue date, so I will be updating the hpi check within the next 48hrs before purchase.
Is this normal, help a 19 yr old noob today

Sorry, this is him buying from you or selling to you?If he's buying, then - yes - he gives you the yellow bit, you send it back to DVLA, he keeps the rest.
If he's selling, then that bit should have already gone back, when the last "real person" sold it to a trader, but it's irrelevant as far as you're concerned. He sends the main V5C back to DVLA with your details on, gives you the GREEN slip, you then receive a V5C in your name.

He's being completely above board and doing it correctly.

OK, great. The previous keeper probably sent that off - that's how DVLA know it's in the trade.4yrton5enna said:
