He's inventing his own interpretation of the rules, there is nothing stated about 'between the wheel', it is ANY modification to ANY part of the chassis or monocoque which deviates from the original design. You can get away with cutting off outriggers etc on a chassis, but any cutting of the actual main chassis rails loses you your 5 points and therefore your Type Approval.
