Very intrigued as to how the general public know what the Police paid for their vehicles?

I have no knowledge whatsoever of how things work, but I strongly suspect the price paid is far from the 'RRP' Joe Bloggs would pay from the showroom.

The police wouldn't have that sort of vehicle tucked away for special occasions. Manufacturers would loan the vehicles out though if they were requested for a specific reason. Land Rover gave me three new Range Rovers for a weekend when asked with very short notice. Not me personally but it was my job to organise it.

Seen this lot coming off the ring road in kiddie on my way home, there was also riot vans sat near each roundabout on the ringroad. Only ever seen that sort of setup for VVIPs.
