Polishing scratches out of glass by hand isn't really an option, you could spend an hour on it and not notice a difference. A polisher and mop really are mandatory, and by the time you've bought a polisher, mop and rouge, the total cost would be way more than the excess.
Google? Why not ask on a motoring forum what others may have done with scratches on their windscreens?
0000 grade wire wool is a well known method used by detailers for cleaning windscreens, but it didn't remove the scratching.
The rouge sounds like it's worth a go before I take other steps of either getting a professional to do it or a new screen.

If you've got a polisher of sorts, Rotary of DA you can use this kit: http://www.cleanyourcar.co.uk/engine-and-exterior/...
If not, It might be worth finding someone around your area who could possibly do it.

The cover might specify chips and cracks only. If you have windscreen cover just call your insurance and ask them to change the screen, my windscreen excess is £50.
If it is cracks only, hammers are cheap and readily available.
