That's correct,and iirc the same number can be issued in different states,the number belongs to the owner not the car and title can not be transferred so there's no number plate market because there not worth anything...The fee for the plates on my two cars was $52 (£43). And the rules are fairly relaxed on what you can have - I saw a car with the plate TOSSER on the other day (although I can't remember what state it was from).
