I can only guess it's a Guernsey plate - no way of checking them. 20 OO is on a Fiat 500 and the other possibilities (2 OOO, 200 O) don't exist. Neither were original issues and DVLA says not auctioned.

Never originally issued either, so if DVLA say they have not sold it must be showplate. Shame!
