Plate for plate I think it is generally accepted that an Original Issue especially an early one has more value.Can the providence of an original issue plate have an impact on its value over say, a DVLA plate?
However no two plates are the same (other than a few mis-spaced ones) so it’s not that straight forward.

A friend at college in the late ‘60s who was from Grimsby had a Minivan reg no PEE 39. My urologist consultant has a 911 reg no A1 PEE.
A friend has various - - EE registrations which were bought through the DVLA.

Thanks for looking - it's pretty cool to know this stuff When you say "records office" - what do you mean?
I went there when I needed to track down a copy of the original registration ledger to help reinstate the registration of my old TVR.
If you go there and speak to one of the curators, they will dig out the original registration ledgers for you to look at.
In my case, I was shown a big book of all the consecutive registrations from 1970/71, with details of the vehicle, date of registration, chassis number etc.
They have most of the ledgers for Lancashire, including Preston, Lancaster, Blackpool, Southport etc etc, but the records are not entirely complete.
I also tried to look up a registration for an old Lotus that was originally registered in Southport, but that ledger had been lost.
Edited to add: Obviously you would need to go to the Records Office that may have the records for your particular number, which may be at the Central Reference Library in Manchester.
