Whilst if they had been paying proper attention it wouldn't have caused a problem, that road layout is piss-poor. I really can't imagine the justification for ever having a middle lane disappear, let alone at a junction. If you're going to drop from three lane to two why would you not just have L1 go off the at the exit? Literally no need for the other car to have clipped him other than the fact they panicked when their lane ran out and rather than make a dodgy unsighted chop to the right decided to cut in front of the cam car.
