As far as I recall, there's nothing to stop you from dawdling along at 10mph either.
But if you did then you would probably be pulled for dangerous driving, as it clearly would be.
You could equally be stopped at 52/3 for inconsiderate driving, however that would involve subjective judgement and could end up in a your word against theirs situation.

OTOH, they could introduce a minimum limit (for cars only of course), which would remove this grey area, as the police would have a clear-cut mechanism for prosecuting you, as they do with the normal maximum speed limits
But, besides the obvious problems a minimum limit would cause (heavy traffic, breakdowns etc), how would they set the limit?
They could set the limit to 60mph, which would have all the self-righteous sanctimonious pcensoreds amongst us venting their spleen over anyone doing 52/3 for breaking the limits, just as they do with the maximum limits.
If they set the limit to 50mph, those same self-righteous pcensoreds would probably see nothing wrong with doing 52/3mph themselves, even though doing so would bring us back to square one as far as this issue goes.

There's a lesson in there somewhere, I think

Smacking the wing mirror may not mark him out as productive member of society but it's certainly no licence to use your car as a weapon and run him down. Who knows what the guy's going to do once he gets out of his car?

They're both a pair of bellends, and I can see how each one is pissed off, but if you ttted someone that had just deliberately used their car to run you down, a defence of self-defence would quite readily be accepted by most judges IMO.

I'm seeing this too. Guy turning left into an office complex, stops all traffic to allow someone out exiting the office complex on a 60mph main road. I brake medium not expecting a complete stop - guy behind me ABS'es around me in a panic with flashing hazards. If the original guy had made the turn at 15-20mph, we would have all been past in 10 secs and the road would be clear for the exiter.

Yes, let people out in traffic if safe to do so, but that was the action of an imbecile.
They do this a lot near Walton on Thames. I thought it was something to do with the monthly French market, priorite a droit de seigneur or something, but perhaps not.

And, the first time I went through a red, it was temporary. A long stretch just after my direction came off a roundabout. Where we had about 10 seconds of green. Oh, did I mention that the roadworks didn't clear of traffic coming the other direction until after our light turned green then back to red?
Next time I encounter this situation, the gap before oncoming traffic starts again was quite long. So, it is quite safe to go through on red, as long as you go much faster than the speed limit hehe

one round here recently which had the full set up - for a drain being replaced on the side of the road. fking pointless, a couple of cones would have sufficed

Only thing I can think of is that he wanted to use the side road to facilitate a U-turn.

I know that junction it's in Blythburgh on the A12 and it's not exactly somewhere you stop to let people out.
