WAY WAY to high a speed to pass a horse. Driver is a twonk.

News, not really as way to many drivers do this, educational, Yes....unless drivers like you say ..."piff, hardly a problem "

How the hell is a tiny black camera, mounted on the front of your black helmet where nobody from the back can see it, supposed to "deter people from speeding"?

Yes, too close, but as examples go it didn't really work, owing to the rider being competent and properly in control of her horse.
You cannot assume that riders are in control though- horse are unpredictable and inexperienced riders have to start somewhere.

A horse that is easily spooked by traffic doesn't belong on public roads. Simple.

Out of interest how fast should one pass a horse whilst driving?

I normally aim for half the speed limit and if that's not enough they shouldn't be on that road but I guess there must be a set speed suitable for passing?

Horses are fine on the road, but if learning then they should be in a field/forest park type environment to start with, falling off a horse can cause very serious injuries.

It all depends on each individual case. Horses are spechyal and need to be treated with respetk.

I don't see anyone stopping. Seems pretty clear to me the camera car was leaning on the horn and they slowed and kept left to let the apparent angry psychopath pass.

Ah apologies, was watching without sound and it just looked like they were stopping for the sheer hell of it. Another case of a dash cam wker then!

Why should horses get special treatment? if I decide to walk down the middle of a narrow 60mph country lane should I really expect all the car and van drivers to slow right down and pass me ultra carefully. If I did that I would fully expect to be either run over, punched or at the very least called a lot of nasty names.

They don't get special treatment, they hope to get the same treatment as anyone else on a 'narrow 60mph country lane', others such a walkers, cyclists, tractors, any other slow moving road user.
