Possibly correct but has no symptoms other than not being that fast. No smoking, no warning lights, no rough running etc. It's done about 19k miles so all very surprising.

Even if it was producing correct power, I wouldn't describe that engine as being bonkers fast. It's about right from my experience of the 640d.
