Is it a cycle path? or has he somehow created an invisible barrier between you and the cycle parking because there is a 10foot drop kerb the other side?

Not entirely sure what the point of it was as to the left and right of the street it was empty. Can only assume it's part of an ongoing parking war based entirely on being able to park right in front of their own homes, entirely ignoring the fact that all those houses have drives and garages to the rear.
