I thought so but I wonder whether they can now pay to dispose of trade waste?

In my local recycling centre, you have to get a permit that comes as 2 parts (what they entail I don't know, they tamp them at random!). You get a maximum of 6 visits per part per year. Once your 12 are up, you're stuck.

Full pavement parking has become endemic, not sure why the council don't use the cctv to fine them

If I was in your situation and had to go onto the road because some dick had blocked the pavement with their car, I’m afraid I would !

Parking on the pavement is not illegal outside of London. You can, however, still get a fine for doing so in some instances, which makes the law quite a grey area.
Since 1974, Highway Code rule 244 has stated that drivers "MUST NOT park partially or wholly on the pavement in London and should not do so elsewhere unless signs permit it."
The key things to note here are the words must not and should not.
In London, you must not park on the pavement, the must indicating there is legislation behind this rule and you could receive a fine for breaking it.
However, outside of the capital or “elsewhere”, the Highway Code states drivers should not park on the pavement, meaning it is advisory and not, therefore, backed up by any legislation.
Rule 242 is where it gets a little less clear, stating: "You MUST NOT leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road."
This is a must not, again, meaning if your car is reported or seen by a police officer and judged to be either in a dangerous position or causing an unnecessary obstruction of the road, you could receive a Fixed Penalty Notice.

The French realy dont care

I parked tight to the hedge ,Froggie drives in , jumps out and walks away , I looked and all I could think of was another local parking tight up to me so they could get out , needless to say I moved , and found a well shaded( temp peaking ar 40c ) spot a few yards down

Saw this on Reddit and thought of this thread...

I was trying to find a parking spot at my university. The lot was notoriously crowded but my campus didn't have a lot of options. While searching, I saw a Corvette taking up FOUR prime spots near the front of the lot. After about ten minutes of waiting/looking for a spot one opened up towards the back of the lot. Furious at the nerve of the driver being so inconsiderate, I wrote a note saying, "Sorry I hit your car, you probably won't even notice the damage" and left it on their windshield. When I got out of class and was headed back to my car, I saw a very stereotypical college aged Corvette owner frantically searching their vehicle while yelling into their phone. I don't know who they were talking to, but I feel bad for them having to deal with this person.
