This obviously not a spot, as you can see the dropping of the kerb so I assume this is for access / ie drive over.
It appears that the kerb is also dropping to the rear of the Mondeo in the same way, so I asume this is also not for parking but is also for access.
Its not ultra clear when you first look, and I'm making assumptions based on what I can see.
All in all, bad design to use the same material here as the parking, maybe the asphalt should go up to the drop kerbs.

Sorry, it isn’t clear. I’ll explain.
I took the picture from behind my parked car in one of two parent / child spaces.
Where the mondeo is parked, and it does look like another car had parked briefly next to the Mondeo (the dry patch, as you say), it’s a two car wide way to about 30% of the parking spaces.
The other 70% are off camera to the right.
I was second car to arrive (pic taken from behind my car), in one of two parent and child spaces. The first car was in the other p/c space. Then Mondeo man arrived. He started chatting to the owner of the other car and I assumed they were handing someone over and moving.
I went back out to my car 15 mins later - when I took the pic - and it was still there. The other cars in the pic had arrived in the meantime.
