On some occasions that is correct. However on some other occasions it can be viewed that if a driver overtaking has not noticed an oncoming car and it is feared that if nothing is done (ie. flashing lights), then a head on collision may occur. Short of having flashing yellow beacons on all cars, a flash of the lights to say "look you dumb f##er there's traffic in this lane", can go a long way to get the blind idiot to move over.
A flick of the hazards and / or liberal use of the brake pedal would be better suited.

I'd almost excuse it if it were an oncoming bike as they are harder to spot, but can you really miss a car coming straight towards you?

I'd argue he was well aware of the car, just misjudged distance / speed. Flashing him mid manoeuvre had zero benefit, it was too late - if you're gonna flash, do it before they commit or all you are doing is making an already dangerous situation more dangerous.

I suspect he'd be dead if he'd been driving a diesel Seat Ibiza, as might the flashing on-comer. I would think judging from that video that he had to hit the brakes quite in that instance

Nothing wrong with performing well-judged overtaking manoeuvres, but that 911 driver is a bit of a gambler IMO. Assuming it wasn't just a bad day for him, his luck will probably run out after a while

1st overtake was fine, he did come in a little hot but no harm done. As for the rest... very poor.

Okay, so if a car pulls out of a junction in front of me I should flash them mid manoeuvre too?

The quickest way for them to get out of your way is to just continue what they were doing. Flashing them will only slow that down and increase the chance of errors. Just give them as much space as possible then upload the footage and we will all call them a knob.
