This is also US. Do you have a link to the Ts&Cs for the UK? The documents I can find for UK market specifically show no specific exclusions like that. I expect its inclusion in the US version is to stop people going out at -40?C in wherever-creek, getting cracks, and warrantying new tyres (tires). Even in Altnaharra it's not often -40?C in the UK. And even less often in Bracknell.

Not that I think they will payout without some squirming, but I don't think there is a blanket clause like that for the UK.
Don't forget the US market has mileage guarantees with their tyres, American customers are far more savvy about leaning on the manufacturers for support, which I imagine has something to do with this clause in the US which hopefully doesn't exist in the UK.

If it does (for the P Zero PZ4), I'll happily write something up and see if Pirelli UK will comment.

They have removed the relevant statements from their GB website at some point during the last 11 months afaict.
