People who are saying it's the cyclist fault. What do you think of the below road layout? Screen shot taken from google, north is north.

southbound traffic - there is a nearside bus lane and then a normal traffic lane. There is then a petrol station that the southbound traffic turns left in to. If there is a bus going along in the bus lane at 30mph, should the bus be stopping to let southbound traffic turn left into the bus station? I think not.

It's a dodgy layout though. I've seen the front of one car get clipped, he stopped turning left just in time before the entire front end went.

From the clip I am not convinced the cyclist was going particularly fast. As there are a set of traffic lights a few car lengths further on the indicator could have been for that. The cyclist shows weak defensive skills but otherwise I think is blameless.
The driver was on a hiding to nothing, probably could not see the cyclist in his nearside mirror or even a shoulder check.
All goes to show what a stupid idea putting cycle lanes in that sort of location are.

I'm with the cyclist on this one, he's not 'undertaking' as he's in a cycle lane that's marked. The driver should give way to any traffic on there when he made the left turn. I cycle into work and this happens almost daily.

In terms of culpability:

The cyclist would have some fault if the driver indicated properly and the cyclist failed to react. Unfortunately, the camera doesn't show us whether the car indicated properly as this would have occurred well out of shot. Inconclusive.

The driver should have checked his mirror, so there's some fault there of course.

Doesn't it depend on time?

If a car parks on a busy road, if someone drives or cycles along into it it's their problem
If at the time the car crosses into the cycle lane, the lane is clear, therell be no collision
If the car stops half way across that's ok too
If a while later a cycle runs into it the bike is a bit daft

How does that play out with the timings?

I didn't describe this, but this is what's outside my office. It's a one way street, but there's a reverse direction cycle lane. It just discharges onto the pavement!
