If identified, a fair trial by judge and jury. If found guilty, the sentence should be chemical castration and sterilisation for parents and all siblings.
They will never do anything productive or produce something productive, why let them blight the lives of others.

A story from the very early 1980s.
There was a pub my Dad used to visit which was in an area undergoing redevelopment. A council demolition sthole slowly being gentrified. The pub was part of the gentrification.
Travelling back with a couple of friends, a local kid chucked something at the car. My Dad and his pals managed to catch the kid with the intention of handing him over to
Police when the father turned up, mouthing off and threatening violence.
It turned out he worked for one of my Dad's friends who was with him in the car.
He ended up getting a sharp lesson in parenting that Monday when he got his cards. Apparently while trying to persuade my Dad's pal to change his mind the levels of remorse and contrition were high. The opposite to the aggressive shouty sweary yob claiming 'My lad ain't dun nowt. And you cannet prove nowt.'
Good luck with getting another job in early 80s Thatcher's North East England.

There's been a lot of this in Sheffield lately, kids standing on a railway bridge throwing stones at passing cars. From what I've seen it doesn't seem to be kids as young as 7 doing it, it's teenagers at least 15-16 years old usually in a gang looking like they've been dragged through JD sports backwards. Problem is these idiots know the police won't touch them, so then you've got one or two choices you suck it up and walk away letting them carry on thinking they're untouchable, or you teach them a lesson yourself and get arrested for doing what the police won't do. Either way you lose, a good hiding is what they need.
