Playing devil's advocate here but a lot of bin lorry drivers deliberately go out of their way to ps off other motorists and get a kick out of blocking the road when they could stop close to the kerb rather than in the middle of the road. The footage shown above looks like the bin lorry driver deliberately tries to block the Astra from getting past on 2 occasions and unsurprisingly there's no prior footage which may show an earlier altercation or some deliberate blocking.

A long time ago now but I used to drive bin lorries for the LA on agency and even back then the attitude from many of the full-time drivers was "fk 'em" and to basically cause as much aggro as possible. These days with all the trucks now covered in cameras I imagine it's even worse as they drive deliberately in such a manner to cause confrontations knowing that the recording will show them to be 'in the right'.
I thought they deliberately stopped in the middle of the road to purposely stop people going past as there’s several men walking across the back to and from houses so makes sense to not have people zipping up the sides.

That makes sense, and you'd hope that was the reason, but Lemming Train seems to have first hand knowledge that, in some places at least, it is deliberate obstruction for the sake of it.

Obviously the other car was racing the golf to prevent the overtake , so they're not really helping themselves with that dashcam footage either.

In fairness it's been 15+ years since I drove them and worked with the guys but with H&S the way it is these days it's quite possible that the 'deliberately block the road to create safe space' shizzle is a result of that. When I did it the guys managed just fine pulling bins from each side of normal residental roads and although there were plenty of times when I had to block the road because of double parked cars, I would always be mindful of the other roads users and make space for them to pass where practical to do so. Treat people as you'd like to be treated and all that! smile But nowadays it seems to be if the bin truck is already on a given road/street, it doesn't matter how long it is or how many options there are to allow other road users to pass, it ain't happening and they block the middle of the road to make sure of it. Maybe the bin men need to grow a pair and stop being such precious snowflakes?

An assumption, albeit a fair one. But the Golf was the one accelerating from behind to complete a pass on the wrong side of the road whilst approaching a hazard, therefore they deserve the majority of the blame.
