Negative.

Military jet, you would need a MPTF and be a RAF pilot with correct training and qualifications to fly such a vehicle.

Just imagine if you left a smoking hole in a school.

Yes, in theory, as long as the civilian regulatory authority in the country you live in are satisfied of your ability to operate it.

Which means if you are talking about the UK, then no is the answer, as CAA won't ever sanction it.
