She's probably just going to let it ride until the MOT, as I think most non-car people do.

There is actually some (rather backwards) logic to this..... If your MOT test centre has a habit of finding extras to fail it on, then giving them something to fail it for, might actually work out cheaper in the long run as they'll fail the tyres and won't start adding shocks, brakes, exhaust and various bulbs.
Good point that, petty I know but last time I put my car in for mot I was charged £2.50 for windscreen washer fluid, the annoying thing is I filled it up before leaving for the garage and didnt use it on the way there. Cheeky sods.

Using the logic of the people who don't see the point of cold weather tyres or of spending money on good tyres, bald tyres aren't a problem, just drive to the conditions (and avoid police cars).

I think Fair play to the OP for trying

Depends on what you want to do, you have a couple of options as notes are obviously not working, and you say you know where she works pretty much (nurse).

1) go into the hospital, ask for them to call the owner of the car to the reception desk, then have a calm supportive conversation to her face
2) call 101 and report the car to the police
3) undo the tyre valves. this is not criminal damage but is a bit ish, but would force her to get the tyres repaired and I don't think any tyre should would change a valve on a bald tyre (if it's as bald as you say).

Where I work we have a system for reporting unsafe conditions, which requires formal follow-up. There was a car parked at the front of the building I spotted a while back with seriously bald tyres, and I was considering filing one of these reports, given that bald tyres are a risk not just to the owner but to others, obviously. However the next day they'd changed them, so didn't bother.

I wouldn't be surprised if there's a similar set up in a hospital or any other publicly-owned environment, but following someone to a hospital for this purpose is perhaps overdoing things a little, IMO.

Alternatively, this is exactly the kind of thing that calling 101 is meant for.

Kwik Fit do a check at our work car park every month, a mix of company cars and private vehicles.

My old boss managed to have 1mm on all 4 tyres, she wasn't allowed to drive it until they were replaced. Pretty poor considering it's a maintained company car so zero personal outlay..

Every month, there's a few illegal tyres - people just don't check as they should do.

There will be someone concerned about it as the vehicle was being used for work purposes - but finding that person might be somewhat tricky.

If they're checked every month, how (given 'normal' use) do they go from being OK to illegal in that time?

Changing tyres on company cars, if they're leased, is a right pain for high mileage users though - the leasing companies will not allow Kwik-Fit etc to do it unless they're at 2mm or less.

So you go in, with tyres flush to the treadwear indicators, they measure them, call the lease company maintenance controller and tell him they're 3mm. You then have a massive row and he may or may not agree to change them.

Losing the hassle with tyres was a big bonus in opting out of my company car. Of course it didn't feel that great the first time I had to pay for a set myself!

She came to my window, the other day and asked me directly if it were me putting "THREATENING"! notes on her car window.
I instinctively said "No!" and wondered if I should have said to her that is "was" me putting polite observations on 2 successive notes regarding the state of her tyres and the repercussions for the rest of her life if God forbid she was involved in an accident involving herself and others.
Incidentally, Her car was not top class well maintained, but not a rental or lease standard, so it was obvious she was responsible for the maintenance of the vehicle and the only person responsible to a policeman who would be more interested in her tyres.
I am really talking minus 1mm on the fronts and at least 1mm on the back.
The vision of those tyres will haunt me for the rest of my life because I swear I will never see a set of illegal tyres ever again like that.
I just hope shes sorted it now x

No but i think it would be fair to accuse the OP of being a PH'er, using a fake / duplicate account, that started this thread as a Friday afternoon / weekend wind-up hehe

Based on the thread subject (covered on here quite a few times before), the OP's subsequent "OMFG - they're still doing it" and "they've accused me of leaving notes" bump posts, and also some of the replies from 1 or 2 PH'ers arguing it certainly has all the indicators of a wind-up.

Just not a particularly good one tbh getmecoat

I haven't read the whole thread, but living in a state where there are no annual roadworthy checks, I see this all the time.

The amount of tyre carcasses on the freeway from blowouts is unreal.

You just have to move on and hope they don't hit you, otherwise you'll drive yourself mental.

The troll is strong with this one, writes notes on someones car, denies writing the notes and is apparently so traumatised by the state of the tyres that I wouldn't be surprised if he said that he needed councelling.

Report it to the police and leave them to do their job. If they remove an idiot from the roads or fine her to oblivion then good riddance to her. I couldn't give a rats ass what her job is.
