I am having issues with a builder delaying signing off a refurbishment project, the delay I am certain is due to the builder, using my property for storage facilities for materials and tools, that the builder is using for a nearby new build project.

How can I escalate my project being signed off, can i engage another contractor, council's building regs officer etc. etc.

Change the locks and keep hold of the keys.
That should send a message.

Are you not talking to the builder?
Why are you letting him control you?

I am talking to the builder, project is not on my home turf, and when i visit i get excuses why certain jobs are not completed, which gives me the impression that when new work, orders customers pop up, the builder leaves my project. It is a bit like walking on egg shells, changing locks is last result, and then back to my initial posting, "hold do i get the electrics, plumbing and building regs. signed off" thanks for your reply.

Well.... you ask another electrician to sign the work off. It can be done and some will do it..... some obviously wont.

Give him a deadline - i need to sell/be in/have tenants for X date and so need it completed by X at the latest.
