My wife owned a Macan Diesel S which she ordered before the Dieselgate stuff. Between the scandal & Porsche saying they won't make Diesel's any more used values have dropped, she cancelled her Cayenne Hybrid order (dodging a different bullet) and went with the Volvo XC60 Hybrid.

Every company car driver which I'd guess makes up a good chunk of the buyers.

Who gives a fk about emissions? So long as the thing delivers the gobs of torque and can do 40mpg then frankly it’s all any of us owners actually care about.

Not for the V8S, pretty much all private buyers.
The Panamera thing may well be company car mobile.

Makes me wonder what the true cost of VW cheating will end up being.

Had they managed to get those engines through the regs without cheating things would just be trundling on as normal. Now they've had to can/dump/drop whatever you want to call it an entire line of engines (which must have cost a fortune) with knock effects across the industry where it's made authorities look very closely at real-world emissions, for better or worse. Maybe diesel was the wrong fuel for a lot of people, but those people were encouraged to buy them, now they're worried there will be tougher restrictions on cars they have already bought.

Was WLTP coming 'anyway', or was it spawned by the VW thing?

It was coming but speeded up when the VAG news broke.
