Had they managed to get those engines through the regs without cheating things would just be trundling on as normal. Now they've had to can/dump/drop whatever you want to call it an entire line of engines (which must have cost a fortune) with knock effects across the industry where it's made authorities look very closely at real-world emissions, for better or worse. Maybe diesel was the wrong fuel for a lot of people, but those people were encouraged to buy them, now they're worried there will be tougher restrictions on cars they have already bought.
