You're saying that cyclists without lights is a problem that must be solved. How big a problem is it, in terms of volume and impact? You don't say. It is only worth considering what can be done to solve a problem if it is indeed a problem in the first place. Start there.
When did I say that you ever said anything about cyclists and road tax? it's just another issue that your mob like to post about with boring regularity.
It could, of course, be anything from the bingo card of the mouth breathing moron rabid cyclist haters on here. Tax/insurance/helmets/numberplates/redlights blah blah blah.

I almost took out a cyclist on a roundabout last year. It was dark, around 11pm and I'd been driving from Devon to the midlands. Hellish journey and just wanted to get home but had to follow a diversion. Approached the large roundabout, saw no traffic coming so didn't brake. Then noticed a cyclist at the last second and stamped on the brakes just as he nearly hit my off-side wing. I was doing 30-40mph so not slow.
I aoplogised profusively to the cyclist, saying I never saw him and asked where his lights were. He pointed the LED's front and rear but coming from the side he was invisible to me.
I also pointed out his black top, shorts and black rucksack, saying he's not helping himself. I think he may have bought some lighter coloured cycling attire after that night!

I passed a lady on a bike last might - no lights visible as I approached and black clothing.
As I passed her I noticed she did indeed have both white and red flashing LEDs, but for some unfathomable reason she'd chosen to mount them both facing forward on the handlebars.
As a cyclist and driver, I have no words for this kind of stupidity....
