Not sure about Porsche, they dropped out of LMP1 to go to Formula E. I can't see them coming back any time soon, but who knows. I suppose a lot depends on what/if they're working on a new hypercar. It could end up being a great class!!
I've had a quick look at a more complete view of the new rules on another site and couple of things stick out.
1.) A minimum of 20 road cars to be built over 2 years. At that number/rate of construction we might see Spyker back!
2.) They are looking at 750hp IC engines with up 250hp through hybrid to be achieved through the equivalency rules.
3.) Aero is free! but within 'mandatory safety criteria and performance criteria' whatever that means? Could be good news for the Murray car with its massive fan on the back.
4.) One tyre supplier. Which could be very interesting is my understanding is that certainly both the Valkryie and the Senna have been designed to run specific tyres, so that might generate a few late nights.

One note though is the prospective times of 3.30 is 15s slower than current lmp1 and 6s slower than current lmp2.
Take in development expect times around 3.25 current lmp2 spec its has been announced a reductions of around 10s from lmp2 which puts them extremely close too the times of the gte pro cars.
With ford and bmw leaving gte and leaving just 3 manufactures and 6 cars for 19/20 wec season wonder if it will be the end of gte to go too gt3 which are slightly slower too keep the gaps the same.
Until 2024 when the new hydrogen class will be introduced.

If the AMG Project 1 enters it stands a good chance of winning as it should be so much more thermally efficient and would have to stop far less for fuel.
I expect a normal race engine would be about 30% efficient and if the project 1 uses the the tuning directly from the F1 engine it will be about 50%. No contest unless the rules are adjusted somehow
