If the car sts itself within a month, you can simply reject it. After that they have a duty for any repairs that wouldn't fall under wear and tear. Check out the consumers right act. Looks like it could be an expensive fix.....it will be interesting to see what they say. Admittedly $1000 was a dealer, so that would be around, what, £775 at a dealer here....so perhaps £400 by a local?
Also found another forum where someone had the exact same thing and it was sorted by opening both mirrors out, then folding them in, and pushing the one that hasn't folded back into the folded position, and then it worked....just a bit of a thing if the mirror gets a small hit.

It’s very common for trader’s MOTs to be aborted if a reason for failure is discovered, to avoid the record appearing in the history. As far as your rights are concerned when buying from a dealer, even beyond the rejection period, you have far better legal protection than the usual Mickey Mouse warranties offer. Essentially anything which goes wrong beyond normal wear and tear within six months, is presumed to have been defective at the time of sale, hence not of merchantable quality, and the dealer’s problem; one of the reasons for the enormous trade - retail price difference of barges.
